time for a proposed flight plan inbound to a controlled airport with a ground delay

.Runway Departure Time - TFM Estimated: The estimated runway departure time considering
all data sources, as determined by TFMS.
.Runway Departure Time - Airline Estimated: The estimated time of runway departure
